Fallout 3’s VATS System Balanced Bethesda’s Shooting Mechanics: “We knew we couldn’t match Call of Duty or Battlefield in gunplay.”

Bethesda hadn’t tackled gun mechanics in quite some time when it began crafting Fallout 3, but VATS proved to be a game-changer.

Before this, the studio was primarily known for its fantasy titles, focusing on sword fights, archery, and magic. With Fallout, they took the immersive world-building from The Elder Scrolls and infused it with a sci-fi twist, introducing firearms, explosives, and unconventional melee options like bashing giant scorpions. This shift posed a unique challenge: how to blend shooter mechanics with RPG elements seamlessly.

Todd Howard shared his thoughts on this in an interview, stating, “The thing that we love most about games is putting you in a world; I think doing that first-person and then we have third-person, is the best way to do it, where you can kind of reach out and touch the world.” He emphasized that the key question for Fallout 3 was how to integrate gunplay into the role-playing experience while still allowing character progression.

Designer Emil Pagliarulo noted the challenge of developing gun combat, recalling that Bethesda hadn’t engaged in it since the Terminator games. He pointed out, “Most of the combat in Oblivion is melee, and most of the combat in Fallout is ranged, so we knew we were never going to create gun combat that was on par with Call of Duty or Battlefield.”

Fortunately, VATS addressed these challenges effectively, compensating for the initially clunky gunplay (which would see improvements in Fallout 4) while preserving the RPG elements that fans loved, ensuring it didn’t devolve into a standard first-person shooter. It also paid tribute to the original games’ limb-targeting mechanics.

Todd Howard hinted at future developments, saying, “we are doing other things with Fallout that we haven’t announced, and there’ll come a time for that.”
