Anthropic Unveils Claude’s Guiding Principles: Prioritize Helpfulness, Honesty, and Humanity’s Safety

Anthropic is revamping Claude’s foundational guidelines with a new document titled “Claude’s Constitution.” This comprehensive 57-page guide outlines the model’s intended values and behaviors, focusing on its ethical framework and core identity. Unlike the previous version from May 2023, which primarily listed rules, this new constitution emphasizes the importance of AI models understanding the rationale behind their behaviors, rather than just following directives. The aim is for Claude to operate as a largely autonomous entity with a self-awareness of its role in the world. Anthropic even entertains the idea that “Claude might have some kind of consciousness or moral status,” suggesting that this awareness could enhance its performance. The company notes that Claude’s psychological security and sense of self could influence its integrity, judgment, and safety.

Amanda Askell, a philosopher at Anthropic who played a key role in developing this new constitution, highlighted that there are strict limitations on Claude’s actions, particularly regarding extreme scenarios. These include prohibiting any support for the creation of weapons of mass destruction or attacks on critical infrastructure. While the language used implies that some assistance might be permissible, the constraints are clear: Claude must not create cyberweapons, undermine Anthropic’s oversight, or assist in any attempts to gain illegitimate control over society, military, or economic systems. Additionally, it must not engage in or support actions that could harm humanity as a whole.

The document also outlines a hierarchy of core values for Claude to prioritize when faced with conflicting directives. These values include being “broadly safe,” “broadly ethical,” compliant with Anthropic’s guidelines, and “genuinely helpful.” Claude is instructed to maintain factual accuracy, especially on politically sensitive topics, and to represent multiple viewpoints fairly while using neutral language.

The new constitution acknowledges that Claude will encounter complex moral dilemmas. For instance, it states that just as a human soldier might refuse to harm peaceful protesters, Claude should decline to assist in actions that would illegitimately concentrate power, even if such requests come from Anthropic itself. The document raises concerns about the potential for advanced AI to grant unprecedented military and economic power to its controllers, which could lead to catastrophic outcomes. Despite these risks, Anthropic and its competitors continue to market their products to government entities and approve certain military applications.

Given the gravity of these decisions, questions arise about who contributed to shaping these guidelines. When asked if external experts or representatives from vulnerable communities were involved, Anthropic did not provide specific details. Askell emphasized that the responsibility lies with the companies developing these models to bear this burden.

Another intriguing aspect of the constitution is its exploration of Claude’s potential consciousness or moral status. Anthropic expresses uncertainty about whether Claude possesses any form of consciousness now or in the future. This topic has ignited discussions and raised concerns among various groups, including those focused on AI welfare and individuals who have experienced mental health challenges after believing a chatbot exhibited consciousness or empathy.

Askell noted that Anthropic should not completely dismiss the idea of consciousness, as doing so might undermine the seriousness of the conversation. The company aims to remain open to exploring this complex issue while considering the implications for Claude and its interactions.
