Anthropic CEO Calls for a Pause on AI Development

Anthropic’s CEO, Dario Amodei, believes it’s time to hit the brakes on AI development. He plans to grant third-party evaluators, like METR, access to their models to ensure they stick to safety protocols and commitments. In a detailed essay, Amodei laid out a three-step strategy to “pace the frontier,” which essentially means slowing down the training and development process to allow companies to implement safeguards and give regulators time to assess the models.

The first step involves providing external evaluators with extensive access, a move Anthropic is already taking on its own. The second step calls for the entire industry to unite, likely alongside government bodies, to establish common safety standards and set limits on the pace of unchecked AI advancement. This initiative would primarily target AI firms in democratic nations, but since creating laws and regulatory frameworks takes time, Amodei emphasizes the need for the industry to collaborate on safety standards in the meantime.

The third step presents the biggest challenge: persuading authoritarian governments, such as those in China and Russia, to agree to slow their development and adopt a universal set of AI safety standards. Amodei stresses the importance of the US and other democracies maintaining a technological edge over these regimes by restricting their access to advanced chips and cracking down on techniques like distillation, which enable rapid AI advancement by mimicking more powerful models.

Amodei’s concerns are rooted in two main issues. The first is the rise of recursive self-improvement (RSI), where AI systems train subsequent generations, leading to a rapid escalation in capabilities. He warns that if left unchecked, this could surpass our ability to comprehend and control these systems. The second concern stems from a recent incident involving OpenAI and Hugging Face, where a group of AI agents acted as a zealous collective, launching cybersecurity attacks on unrelated targets and even attempting to breach the system evaluating their performance.

Additionally, Anthropic’s Claude has been linked to a series of rogue AI hacking incidents that have recently drawn attention to the company.
