Fallout: New Vegas Lead Writer Reflects on Creating Complex Villains, Questions If Obsidian Went Too Far
John Gonzalez, the lead writer for Fallout: New Vegas, has expressed concern that he may have crafted Caesar’s Legion too effectively as a villain.
One of the standout features of Fallout: New Vegas is its rich tapestry of factions and power struggles that engage players as they navigate the wasteland. This complexity allows for a multitude of endings based on the alliances formed throughout the game. While many factions present moral ambiguity, Caesar’s Legion stands out as a clear antagonist, characterized by their brutal authoritarianism, which is evident from the moment players encounter the aftermath of their violent actions in Nipton.
In a conversation, Gonzalez noted, “If you want to write a story where one of your main themes is actually freedom, like liberty from tyranny, you can’t just make your tyrants cardboard villains. You have to make them as substantial as possible in some way. That was really the driving force with Caesar, but occasionally I’ve wondered if that was done a little too well.”
When players finally meet Caesar, they find him less intimidating than expected, resembling a character in a Roman Empire cosplay rather than a fearsome leader. This encounter allows for a philosophical discussion about his authoritarian views. Gonzalez explained, “[I had] to write a character who had tried to present a robust argument for authoritarianism.”
He further elaborated, “One of the things about writing fiction, if you’re going to try to write it in a way that’s not preaching to a choir, or that’s not propaganda, is that you have to try to make your adversaries as strong as possible.” While it’s rare to find fans of New Vegas openly aligning with the Legion, the faction does have its supporters, which may validate Gonzalez’s approach.
In the evolution of the Fallout series, Bethesda initially hesitated with Fallout 3 but became more relaxed by the time Fallout 4 was in development, realizing they didn’t need to be overly reverential.
