Rockstar Urges Fans to Honor Game Integrity with New Modding Guidelines

Grand Theft Auto 5’s enduring popularity through GTA Online can be attributed to two key factors: continuous updates and the vast roleplaying opportunities it offers. Mods have played a significant role in reshaping the game, introducing unofficial content and allowing players to explore the online world in unique ways. However, Rockstar Games has set boundaries on the types of modding it will accept, and with the upcoming release of Grand Theft Auto 6, the company is reiterating these limits with a new set of guidelines.

This update serves as a reminder for players following ongoing disputes over fan creations and the shutdown of several modding communities in the past year. The new mod policies clearly state that players should “respect” Rockstar’s games, limiting the development of mods that alter the established lore or characteristics of its characters and narratives. Here’s a snippet from the guidelines:

Respect Our Games. Rockstar Games creates unique worlds, characters, and stories, which form the official continuity of our games. Like all creators, we have the right to set limits on how others can use our games and brand.

Additional restrictions include banning the introduction of third-party intellectual property into the game universe, modifying or reusing “voiceover performances from any game released by Rockstar Games,” and using “any real-world person’s voice, image, or likeness without written permission.” Mods are also prohibited from engaging in “unauthorized or abusive monetization” and must not harm the creator community.

While some of these rules are reasonable—such as the prohibition against using someone’s likeness without consent—these policies could be quite limiting for modders looking to innovate with GTA 6. Currently, these rules apply only to Grand Theft Auto V and earlier titles, as well as other Rockstar games like Red Dead Redemption 2. However, once Grand Theft Auto 6 eventually makes its way to PC, these guidelines may restrict the creative freedom that modders enjoyed with GTA 5.
